As far as story choices go, Gessler didn't bomb Rooke's facility; I convinced the commissioner to delay police response; I framed the "innocent" husband so I could catch Hightower. :). Maybe if I'd shot Hightower I'd know for sure if he was dead or not -- Conway's blog post says he's not dead, but I don't know how the number is calculated because 2 dead 1 injured is the lowest I've ever gotten it on any playthrough. Gessler is the injured.
